**The International Liberty Institute's Concept for the Elimination of Corruption in Ukraine ** constitutes a step-by-step plan for eradicating corruption, grounded in the application of the theory and practice of government failures, the functioning of the entrepreneurial growth model, and a robust scientific evidence base. Our strategy is innovative for Ukraine in that it represents a systemic examination of corruption as a legal, socio-economic, institutional, and ethical phenomenon. It draws upon the findings of research into economic freedom, the institution of private property, and the principles of limited government.
In contrast to the conventional approach and format of anti-corruption efforts, we propose an unconventional road, the essence of which lies in subjecting all state institutions and organisations to a thorough and rigorous review, with the aim of identifying those state functions that can be performed without generating the phenomenon of corruption.
Corruption permeates virtually all spheres of human activity, extends far beyond the boundaries of public administration, and exerts a profound influence on the structure of capital, the intensity of investment and trade flows, as well as on consumption and savings. Accordingly, the proposals and recommendations of the ILI regarding the elimination of corruption form an integral part of a broader strategy for the modernisation of the country and for placing it on a path of rapid, long-term economic growth and development.

The foundation of Ukraine's anti-corruption strategy must be a profound political, institutional, and administrative-legal reform, implemented in synchrony with a sharp reduction in the functional powers, size, and resources of the state within the economy — that is, across all spheres of the production of goods and services.

The success of any anti-corruption policy is contingent upon its systemic coherence, internal synergy, and the meaningful engagement of the research and analytical community, the business sector, and representatives of the political and civic elites.
A 62-Point Step-by-Step Plan for the Elimination of Corruption in Ukraine
The Concept for the Elimination of Corruption comprises 62 effective and transparent anti-corruption measures, the implementation of which within a short timeframe (2026 - 2030) will enable the achievement of qualitative key performance indicators (KPIs). The measures are organised into three principal directions of action:
- A New State: Rule of Law, Personal and Political Rights and Freedoms (17 actions);
- Reforming the Public Administration and Regulatory System (21 actions);
- The Role, Functions, and Tasks of the State in the Economy. Decriminalization of the Economy (22 actions).
The fight against corruption in Ukraine will only succeed in eradicating this phenomenon when its central focus becomes a profound transformation of the state’s role, scope, and size in the economy. This can be achieved only through comprehensive constitutional reform and the institutionalization of free market institutions.
The Role and Place of the State in an Efficient Economy
The ILI Anti-Corruption Concept complements the Concept of National Economic Security, the long-term strategy Ukraine – The New West, and the policy recommendations derived from the Social Welfare Index and the Index of Common Sense Economics created by the International Liberty Institute.
